If you want to use Nero Burning ROM or Nero Express as the default application for opening Nero Burning ROM project files or Nero Express projects, right-click on the project file, select the Open with menu and click "choose another application".
In the pop up dailog, select Nero Burning ROM or Nero Express and click "Always." (In Windows 10, check the option "Always use this application to open xxx files" and then click OK.)
If Nero Burning ROM or Nero Express doesn't appear in the menu, click "Choose an app on your PC" and navigate to the Nero Burning ROM installation directory, and select StartNBR.exe for Nero Burning ROM or StartNE.exe for Nero Express.
